New OECD Publication “Using foresight to anticipate emerging critical risks"
The OECD published in December a working paper presenting a new methodology for tackling global emerging critical risks. Designed for experts and policymakers, this approach focuses on anticipating and preparing for threats that cross traditional national boundaries. The methodology begins with innovative horizon scanning, leveraging weak signals and unconventional data sources like patent analysis, crowd forecasting, and generative AI. From there, it employs structured foresight techniques such as futures wheels, cross-impact analysis, and scenario-based "Risk-Worlds" to examine how risks may emerge and interact in different future scenarios.
The approach emphasizes understanding risks "at source," focusing on vulnerabilities, interconnected systems, and management strategies. By expanding the range of potential outcomes rather than predicting a single future, the methodology fosters proactive adaptation, enhances collective understanding, and strengthens government capacities to navigate the complexities of today’s global risk landscape.

CERIS report “Building resilience in the civil security domain based on research and technology
The Community for European Research and Innovation for Security (CERIS) https://home-affairs.ec.europa.eu/networks/ceris-community-european-research-and-innovation-security/about-ceris_en hold its annual meeting on 26-27 November 2024, followed by one day EU Innovation Hub for Internal Security (https://www.europol.europa.eu/operations-services-innovation/innovation-lab/eu-innovation-hub-for-internal-security ) Annual Event in Brussels, Belgium. As the member of the CERIS Disaster Risk Management (DRS) expert group, the President of SRLA, Ms. Magda Stepanyan, took part in the events.

SRLA has launched a new initiative – SRLA Ambassadors! https://srla.eu/join-srla-network/srla-ambassadors SRLA Ambassadors will encompass a network of dedicated experts to drive thematic efforts of SRLA across various countries. On 9 December 2024 SRLA Board has nominated Prof. Rebecca Emily Dalli Gonzi (Malta) as SRLA Ambassador to Lead Industry-led Policy Solutions Initiative and Mr. John Schembri, MSc. SRM (L’cstr.); PgC, OHS (P’mth); SIRM; CBCI (Malta) to Lead Young Risk Leaders Initiative. More updates on both initiatives will follow.
